The Riverside County Office of Education (RCOE) Conference Center is designed to meet the growing needs of the County’s education system and relieve the overcrowding at the RCOE’s existing facility by providing additional space for County events, meetings and training. The four-story building includes a three-level, 200-stall parking garage that is located under the conference center itself. Considering the mixture of indoor and outdoor use, the building’s design was made flexible to meet any demands depending on the situation, such as a ground-floor café that services the conference center and outdoor events. All of this is further highlighted by the structure’s location, with incredible sights of the nearby mountain range. Miyamoto was the structural engineer of record for the parking garage. Due to a tight city site, there were limited opportunities to obtain the required parking spaces. The situation was further complicated by the necessity to control the vibrations that could affect the conference spaces above the parking structure. Both challenges were answered accordingly: a short-span, cast-in-place concrete system in the half of the building with the conference spaces would mitigate the vibrations, and a long-span, post-tensioned system under the administrative office area would provide optimal parking ratios.
